When he depicted events, he adhered to text of document and described facts seriously. He could speak Czech, German and Latin as it follows from notes to chronicle. He wrote his surname in Czech – with wedge (hacek, typical Czech sign).

General knowledge of his mastery of history of the town, manor and its owners influenced statement of Town Council that nominated him to be a chronicler. In the villages surrounding Lanškroun he was known as expert of sources of regional history. In his memorial (“Reminding of old times before Tolerance Patent”) František Dušek z Horní Čermné wrote: “In 1843 I visited Vincenc Pernikář in his store and I asked him for evidence concerning non-Catholic. He started to tell me about content of proceedings he knows and asked me to tell him about surrender of building of Evangelic church in Čermná.” He wanted to cover this piece of information to his work about history of Lanškroun and its surroundings. During this visit, he showed to Dušek transactions and judgements of lordly council in Lanškroun concerning non-Catholics of Čermná in the first half of 18th century. He also showed him his finished concept of his work about history of Lanškroun. It is a pity that manuscript of his work was not maintained.
His hobby and study cost lot of time and effort – in spite of it he was successful businessman and entrepreneur. He can be characterized as very intimate writer, regional historian who accomplished remarkable results and as well as person who was in touch with revival society of surrounding towns. It is admirable what he was able to do in times when Lanškroun was connected with other places only by horse transport.

When he made his historical work he was convinced that it is necessary to rehabilitate old history of Lanškroun. His evaluation of history of the town arranges his work into the layer of patriotism on the municipal basis. He was the first who wrote about history of the town and that is why we should think about him with admiration and gratefulness.
